I tagged XFTSim : cvs rtag XFTSim v6_1_1pre1

This tag should (finally !) get rid of 5,000 annoying obsolete
database files that wouldn't disappear.

Our last major XFTSim tag was v6_1_0pre3b.
Just for the benefit of the cdf_code_librarians email list,
here is a description of what went in to that tag :

  I fixed the bug that was causing the offline DB not to function 
properly.
  XFTSim uses the offline database for the beam spots and the number of
  misses per XFT segment.

  I also added in some code to use the offline deadwire database to
  set dead wires in the XFT. This isn't a big effect normally, but if
  you decide to run on data from the compromised COT period,
  this change is necessary to "turn on" COT SL 2 in the XFT.

  I also added code to determine whether to use old linker or new linker
(dual slope requirement)  firmware from the offline database.

  All in all, both online and offline, XFTSim does not require any 
configuration
  anymore, except the location of the XFT database files, which if a 
user is using
  their local release, is just :
        roadFileDir set ./
