Situation and plans for WAN is sort of a well kept secret. There is plenty of beautifully coloured maps, but when you wander why in spite of all OCx path your packet do not travel, nobody knows. There are bottlenecks here and there that do not show in the backbone maps.

Best strategy seems to be:

• use the network until it is saturated
• complain loudly
• complain more loudly

• whom to complain to
