Validation of Calorimeter Updates

Fixing of dead/hot towers with new calorimeter tables (pass 12) and new code (10/1/2004):
Plot showing fixed hot PEM tower from run 154519 showing fix of tower West, wedge 7, eta 16, tile 1. All other fixed towers remained the same (3/2/2004).
Plot showing CHA E-weighted tower occupancy in eta ring tower=25 with pass 12 (fixed) compared to pass 11 (no fix), run 167445.
Plot showing CEM E-weighted tower occupancy in eta ring tower=18 pass 12 compared to pass 11 (no change - both have dead tower fixed iphi =19 ), run 147694.
